求翻譯：雖然我國對銀行業(yè)務的監(jiān)管及法律法規(guī)的建設上已發(fā)展多年，但涉及到網(wǎng)上銀行業(yè)務的法律法規(guī)還是相對滯后。2001年我國出臺了《網(wǎng)上銀行業(yè)務管理暫行辦法》，而這一《辦法》已經(jīng)不能適應現(xiàn)在網(wǎng)上銀行業(yè)發(fā)展已于2007年廢止了該項《辦法》。其他法律方面《商業(yè)銀行法》和《中國人民銀行法》均未涉及網(wǎng)上銀行業(yè)務，關于計算機網(wǎng)絡的法律更是有限，甚至有些方面存在嚴重的法律空白，致使就網(wǎng)絡銀行問題上的糾紛處于無法律可依的尷尬位置，同時，在涉及網(wǎng)上銀行的一些經(jīng)濟犯罪，也沒有適用的法律去制裁。這無疑會妨礙網(wǎng)上銀行業(yè)務的進一步發(fā)展，也使金融監(jiān)管機構監(jiān)管無法可依。是什么意思？ 待解決
