求翻譯：2009年9月30日，為征求社會各界意見，國務院法制辦公布《中華人民共和國招標投標法實施條例》（征求意見稿）。實施條例征求意見稿著力增強招標投標法的可操作性，致力加強招標投標監管以及招標投標市場的統一，對我國招標投標實踐的規范無疑將會起到積極作用。但實施條例征求意見稿中一些條款，有悖于法制統一的立法原則，有許多不合理之處，應當盡快加以修正。是什么意思？ 待解決
