三月二○○二年只是通過我國加入世貿組織后的第一春天的節日，來自中國的企業約100個??，出口DVD產品被拘留當地海關在歐盟，而非相關智慧財產取得認證的原因，隨后，在按照新發行的“產品安全條例”，在歐盟監管較輕的2元，必須有安全設備，歐洲企業的安全裝置專利申請，進一步更沒有專利許可的借口，約80％來自中國的打火機產品的比例已被擠出歐盟市場。
